The government has decided to bring the budget ignoring the public warnings such as not bringing budget from the ordinance, not having programs to affect the voters, not bringing full size budget when there is no House of Representatives.

According to officials at the Ministry of Finance, the budget includes programs for the control and prevention of COVID-19, health infrastructure, purchase of vaccines, Mid term elections in the House of Representatives on November 12 and 19, relief and economic rehabilitation packages, and old age allowance increase. “The budget comes in such a way that the available resources are available,” said Prakash Shrestha, economic adviser to the finance minister. There is all-round pressure on the government not to bring the budget from the ordinance saying that it is not binding on May 29 in case the House of Representatives is dissolved. Former chief election commissioners of the Election Commission, former finance ministers, and former vice-chairmen of the National Planning Commission had warned the government about the budget. A joint statement issued by the four former chief justices on Friday said that a full-fledged budget should not be brought.

“The full budget has been ridiculed for bringing only a provisional budget by repeatedly dissolving the parliament (House of Representatives) and unnecessarily punishing the ordinance,” the former chief justice said in a statement. Mid-term elections have been announced for November 12 and November 19.
