CPN Election Manifesto : What the Manifesto Says on Kalapani, Lipulekh and Limpiyadhura ?

Highlights: 10% Economic Growth, 500,000 Jobs

Kathmandu — The Communist Party of Nepal (CPN) has unveiled its election manifesto for the House of Representatives election scheduled for Falgun 21, 2082 (2026). Contesting the election with the “Star” symbol, the party has presented an ambitious roadmap for building a sovereign and prosperous Nepal under the slogans “Good Governance and Employment: Preparing the Ground for Socialism” and “Protecting Nationalism and Democracy Is Our Responsibility.”

Claiming leadership in Nepal’s past political transformations, the CPN has pledged to now transform the country’s economic, social and governance structures. The manifesto prioritizes political stability, strict control of corruption, a new phase of economic reform and inclusive prosperity grounded in social justice.


Electoral Reform and Governance Restructuring

The party has identified the existing electoral system as expensive, corruption-prone and disconnected from public accountability. Calling for comprehensive reform, the manifesto states that Nepal’s governance system and electoral structure will be redesigned in line with the aspirations of the Gen-Z generation and the country’s long-term needs.

Key proposals include limiting the Cabinet to a maximum of 25 ministers, confining lawmakers strictly to legislative roles, and clearly redistributing authority and resources among federal, provincial and local governments in accordance with the spirit of federalism.


Zero Tolerance for Corruption

Good governance has been presented as the foundation of national development. The CPN has pledged to establish a powerful High-Level Property Investigation Commission with a one-year deadline to investigate the assets of all individuals who have held public office.

The manifesto promises nationalization of assets acquired through corruption, the merger of anti-graft institutions into a strong Lokpal, and the digitization of government services to create a faceless and paperless administration. The party has committed to a policy of zero tolerance toward corruption.


Economic Transformation: Double-Digit Growth and Jobs

One of the central highlights of the manifesto is the target of achieving double-digit economic growth (above 10 percent) within the next five years. The CPN aims to reduce multidimensional poverty from the current 20.15 percent to just 5 percent.

The party has committed to creating 500,000 jobs annually, transforming 100,000 returnee migrant workers into entrepreneurs, and attracting foreign investment into productive sectors. Reducing production costs, strengthening domestic industries and narrowing the trade deficit are also key policy goals.


Agriculture and Land Reform: The Vision of a “Hunger-Free Nepal”

Declaring the coming decade as the “Decade of Agricultural Investment,” the CPN has pledged to achieve self-sufficiency in major food grains within two years. The manifesto introduces the national vision of a “Hunger-Free Nepal.”

Key measures include a pension scheme for farmers, advance announcement of minimum support prices for agricultural products, guaranteed agricultural insurance, and the modernization of farming practices. The party has also committed to distributing land ownership certificates to landless Dalits and squatters within two years and declaring Nepal a landlessness-free country.


Free Healthcare, Quality Education and Sports Development

The manifesto promises completely free healthcare as a fundamental right. By 2088 BS, 100 percent of citizens will be covered under health insurance, with the state paying premiums for the poor and marginalized. Treatment for non-communicable diseases will be expanded to the community level.

In education, the party has proposed the “One Local Government, One Smart School” model and pledged to end political interference in universities by introducing merit-based appointments. Sports are viewed as a pillar of national prosperity, with commitments to double athletes’ prize money and construct a 50,000-seat national stadium.


Infrastructure, Energy and Tourism

The CPN plans to generate 15,000 megawatts of electricity within five years and increase per capita electricity consumption to 750 kilowatt-hours. Infrastructure commitments include expanding the East–West Highway to four lanes, launching a metro rail system in Kathmandu, and completing the Nijgadh International Airport within five years.

In tourism, the party aims to promote smart tourism and eco-tourism, positioning Nepal as an international wedding destination and a global hill-station hub.


Kalapani, Lipulekh and Limpiyadhura: A Firm National Stance

On foreign policy, the CPN manifesto places national sovereignty and territorial integrity above all else. It clearly states that disputes related to Kalapani, Lipulekh and Limpiyadhura will be resolved through diplomatic dialogue and international legal frameworks.

The party has reaffirmed its commitment to a strengthened non-aligned foreign policy, emphasizing relations with neighboring countries based on equality, mutual respect and national interest, while rejecting any form of external pressure.


Social Justice and Inclusion

The manifesto commits to ensuring proportional representation of Dalits, women, Indigenous nationalities, Madhesis, Muslims and marginalized communities, including constitutional amendments if necessary. A nationwide campaign against caste-based discrimination has been proposed, along with an expansion of contribution-based social security across the entire life cycle.


Overall, the CPN manifesto presents the upcoming election not merely as a contest for power, but as a decisive moment for economic transformation, social justice and the protection of national sovereignty. According to the party, 10 percent economic growth, 500,000 jobs and uncompromising defense of national interest form the core pillars of its political vision.
